The ILO Office for Türkiye is seeking expressions of interest from external collaborators to provide services for design of posters, brochures, and infographics within the scope of "Strengthening Social Partners and Civil Society Capacities on Fundamental Principles and Rights at Work" Project funded by the European Union. For further details about the scope of work, please see the Terms of Reference (Annex-I).

Required Information for Submission of Interest:
The deadline to submit the expression of interest for the provision of graphic design services is by 17.00 pm (Ankara time) on 29 March 2024. Please send an e-mail with the subject header "Strengthening Social Partners and Civil Society Capacities on Fundamental Principles and Rights at Work" to Finance Assistant – Ms Ece Yılmazkurt (yilmazkurt@ilo.org) and Communications Officer – Ms Ayşe Esra İsen (isen@ilo.org).

The selection of the external collaborator (Ex-Coll) will be done by the ILO based on their technical and financial offers. Offers to undertake any work under the ToR will be submitted in English and must contain the following information and documents:

1. Technical Offer: CV of the applicant
* Attaching the proof documents reflecting the experience and the knowledge of the applicants (minimum three samples of previous similar design products) is highly recommended.

2. Financial Offer: Financial offer to undertake the graphic design services (in USD)

Important Notes:

  1. The selection of the Ex-Coll will be made according to the evaluation scores to be calculated based on the technical proficiency and the financial offer of the applicant. The applicant with the highest score will be hired.
  2. The financial offer will be a significant factor in the overall score, accounting for 40% of the total score. The applicant with the lowest financial offer will receive a perfect score of 40, while the remaining applicants will be scored in inverse proportion.
  3. The technical proficiency score, accounting for 60% of the total score, will be calculated based on the criteria listed under "VI. Professional Qualifications and Experience" subheading of the ToR. The weight of each criterion is given in the "Annex-II: Evaluation Grid".
  4. The applicants are responsible for ensuring that their CVs reflect that their portfolio of work meets the criteria outlined in the ToR.

The ILO Office for Türkiye is seeking expressions of interest from consultants to conduct occupational safety and health training for OSH professionals and staff from enterprises and cooperatives. This training will focus on furnishing sector-based OSH needs, rights and responsibilities of workers, employers and government and national OSH legal framework.

The project is based on ILO Conventions No. 155 and 187 and other sector-based ILO conventions. It is also in line with the Occupational Health and Safety Law No. 6331 and other supporting national OSH legal framework.

The ILO Office for Türkiye is seeking expressions of interest from consultants to conduct a capacity-building training for counsellors from Turkish Employment Agency (İŞKUR) and from the employment and career centres under a municipality. This training will focus on furnishing right-based career counselling and job matching services to vulnerable groups (mostly focused on refugees, women, persons with disabilities).

The project aligns with the principles of the RBA and the principles against discrimination taking ILO Convention No.181 Article 5 and ILO Recommendation No.188 Article 9 as its basis, emphasising non-transferability, indivisibility, and interdependence of rights.
