This case, already considered by the Committee at its meetings in May 1960, February 1961 and November 1961 was further examined at its meeting in February 1962, when the Committee submitted to the Governing Body the conclusions and recommendations contained in paragraphs 63 to 67 of its Sixtieth Report.

- 70. Paragraph 67 of the Committee's 60th Report reads as follows:
- 67. In these circumstances the Committee recommends the Governing Body:
- (a) to take note of the Government's statement that the Public Services Enquiry Commission, previously known as the Public Service Reorganisation Commission, has submitted its report, and the recommendations contained therein relating, inter alia, to the enactment of a new Civil Services Act are being examined by the Ad Hoc Committee appointed by the Government of Burma, which will consider the question of enacting the new Civil Services Act with due regard to the advice to be given by the Ad Hoc Committee in due course;
- (b) to take note also of the Government's statement that the proposed draft Bill to make further amendments to the Trade Unions Act is still under consideration by the Government;
- (c) to bring the aforesaid statements by the Government to the notice of the I.L.O. Committee of Experts on the Application of Conventions and Recommendations, and to request the Government to be good enough to keep the Governing Body informed of further developments with respect to the proposed enactment of a new Civil Services Act and of a Bill to amend the Trade Unions Act.
- 71. These recommendations, having been approved by the Governing Body at its 151st Session (March 1962), were brought to the notice of the Government by a letter dated 16 March 1962.
- 72. In a letter dated 26 April 1962 the Government stated that there had been no further change in the situation.
- 73. At its meeting in May 1962 the Committee, as indicated in paragraph 6 of its 62nd Report, adjourned its examination of the case, as it was still awaiting information from the Government. The Government was informed of this decision by a letter dated 6 June 1962.
- 74. In a letter dated 18 July 1962 the Government states that the position in regard to the question of enacting the new Civil Services Act and the proposed draft Bill to make further amendments to the existing Trade Unions Act still remains unchanged.

- 75. In these circumstances the Committee recommends the Governing Body, recalling that it has already taken note, when it adopted paragraph 67 (a) of the Committee's 60th Report, of a statement made on 5 February 1962 by the Government of Burma to the effect that the Public Services Enquiry Commission had submitted its report and that the recommendations contained therein relating, inter alia, to the enactment of a new Civil Services Act were being examined by the Ad Hoc Committee appointed by the Government of Burma, which would consider the question of enacting the new Civil Services Act with due regard to the advice to be given by the Ad Hoc Committee in due course, and of the Government's statement that the proposed draft Bill to make further amendments to the Trade Unions Act was still under consideration by the Government:
- (a) to take note of the Government's statement in its letter dated 18 July 1962 that the position with regard to these matters still remains unchanged;
- (b) to bring the said statement by the Government to the notice of the I.L.O. Committee of Experts on the Application of Conventions and Recommendations;
- (c) to express the hope that the Government will find it possible to take steps at an early date with a view to the enactment of the new Civil Services Act and of legislation to amend the Trade Unions Act;
- (d) to request the Government to be good enough to keep the Governing Body informed of further developments in this connection.
