Procurement for Development Cooperation

The ILO development cooperation supports the technical, organizational and institutional capacity of ILO constituents (member States, employers’ and workers’ representatives) to enable meaningful and coherent social policy and sustainable development. It is one of the key instruments for implementing the ILO’s Decent Work Agenda.

With over 50 years of experience in development cooperation on all continents and at all stages of development, the ILO today manages an important portfolio of some 700 active programmes and projects in more than 100 countries.

The ILO Procurement and Contracting Bureau (PROCUREMENT) promotes procurement approaches that emphasize responsible public spending, based on fundamental principles of fairness, transparency, accountability and value for money.

By focusing on market research, needs analysis, and project-specific risk assessment, including environmental and social issues, PROCUREMENT supports ILO programmes and projects worldwide to develop procurement strategies and plans that meet their needs and ensure successful implementation.

Such approach allows projects to respond timely to emerging needs and helps beneficiary countries to ensure quality outcomes and sustainability over the life of a project.

Partnering for Development

The Partnerships and Field Support Department (PARDEV) manages the ILO's development cooperation programme and partnerships with a broad range of organizations and institutions.
