Financial arrangements for a tripartite working party to conduct an evaluation of the Active Partnership Policy
1. The Programme, Financial and Administrative Committee of the Governing Body met on 21 March 1997 under the chairmanship of Mr. Arrate Mac Niven, Chairman of the Governing Body. Mr. C. Gray (Workers' spokesman) was the Reporter.

2. The Committee had before it a paper describing the financial arrangements for an evaluation of the Active Partnership Policy.(2)
3. Mr. Gray, for the Worker members, observed that the costs of the working party in the 1998-99 biennium were expected to be financed from savings. The decision to establish the working party had been made some time ago, and it would have been preferable to include these costs in the 1998-99 Programme and Budget proposals.
4. The Committee recommends to the Governing Body that, should it decide to establish a working party to conduct an evaluation of the Active Partnership Policy,(3) its costs in 1997, estimated at $140,000, be financed from savings in Part I of the budget; and that the costs in 1998-99, estimated at $15,000, be financed in the first instance from savings in Part I of the budget, on the understanding that, should this subsequently prove impossible, the Director-General would propose alternative methods of financing at a later stage in the biennium.
