Programme and Budget for 1996-97

Collection of contributions from 1 January to date

1. This paper provides a summary of contributions received to 28 February 1997 and a comparison with the position at 29 February 1996. Appendix I gives details of contributions received and amounts credited during January and February 1997, and the position of contributions and amounts due as at 28 February 1997, subdivided as follows:

A. States which have settled their 1997 contributions in full;

B. States which have paid part of their 1997 contributions;

C. States which have made no payments but have received credits towards their 1997 contributions;

D. States which have made no payments and have received no credits towards their 1997 contributions.

2. Appendix II gives details of those member States which, at 28 February 1997, were subject to paragraph 4 of article 13 of the Constitution.

Assessed contributions for 1997

3. Total assessed contributions for 1997 amount to 336,143,611 Swiss francs (Sw.frs.) compared with Sw.frs.336,110,000 for 1996. Section A of Appendix I lists member States which, at 28 February 1997, had settled all contributions due, through payment and through credits received.(1) Thirty-one member States (with 1997 contributions of Sw.frs.82 million, representing 24.4 per cent of assessed contributions) were in this position, ten of which paid their contributions before 1 January 1997. At the corresponding date in 1996, Sw.frs.59.4 million, or 17.7 per cent of 1996 assessed contributions, had been received from 29 States, eight of which had paid their contributions before 1 January 1996.

4. Section B lists ten member States which have made partial payments against their 1997 contributions. At the corresponding date in 1996, five States had made partial payments against their 1996 contributions. Section C lists States which have made no payment against their 1997 contributions, but which have received credits towards their contributions for the year, while section D lists States which have made no payment and have received no credits. One hundred and thirty-three States are shown in the latter two sections, compared with 139 States in a similar position at the corresponding date in 1996.

5. At 28 February, total payments and credits received against 1997 contributions thus totalled Sw.frs.84.6 million, or 25.2 per cent of assessed contributions, as against Sw.frs.62.6 million or 18.6 per cent at the corresponding date in 1996.

Arrears of contributions

6. At 31 December 1996, contributions outstanding amounted to Sw.frs.170.8 million. At 28 February 1997, Sw.frs.14.2 million, or 8.3 per cent, had been received against these outstanding contributions. At the corresponding date in 1996, Sw.frs.19.9 million had been received representing 8.3 per cent of the contributions outstanding at 31 December 1995 of Sw.frs.238.7 million.

Paragraph 4 of article 13 of the Constitution

7. The position of member States in relation to paragraph 4 of article 13 of the Constitution as at 31 December 1996 is given in a separate paper.(2) A number of other member States lost the right to vote on 1 January when their arrears of contributions equalled or exceeded their contributions due for the preceding two full years. Some member States have also regained the right to vote by making payments against their arrears of contributions in January and February 1997. A table listing those member States that were two years or more in arrears on 28 February 1997 is attached as Appendix II. The total of 50 member States in this position compares with 51 at the corresponding date in 1996, 35 in 1995 and 31 in 1994.
