SECOND ITEM ON THE AGENDA

Programme and Budget for 1998-99

Collection of contributions from 1 January 1998 to date

1. This paper provides a summary of contributions received to 28 February 1998 and a comparison with the position at 28 February 1997. Appendix I gives details of contributions received and amounts credited during January and February 1998, and the position of contributions and amounts due as at 28 February 1998, subdivided as follows:

  1. States which have settled their 1998 contributions in full;
  2. States which have paid part of their 1998 contributions;
  3. States which have made no payments but have received credits towards their 1998 contributions;
  4. States which have made no payments and have received no credits towards their 1998 contributions.

2. Appendix II gives details of those member States which, at 28 February 1998, were subject to paragraph 4 of article 13 of the Constitution.

Assessed contributions for 1998

3. Total assessed contributions for 1998 amount to 338,577,629 Swiss francs (Sw.frs.) compared with Sw.frs.336,143,611 for 1997. Section A of Appendix I lists member States which, at 28 February 1998, had settled all contributions due, through payment and through credits received.(1)  Thirty-two member States (with 1998 contributions of Sw.frs.80 million, representing 23.6 per cent of assessed contributions) were in this position, ten of which paid their contributions before 1 January 1998. At the corresponding date in 1997, Sw.frs.82 million, or 24.4 per cent of 1997 assessed contributions, had been received from 31 States, ten of which had paid their contributions before 1 January 1997.

4. Section B lists 12 member States which have made partial payments against their 1998 contributions. At the corresponding date in 1997, ten States had made partial payments against their 1997 contributions. Section C lists States which have made no payment against their 1998 contributions, but which have received credits towards their contributions for the year, while section D lists States which have made no payment and have received no credits. Some 130 States are shown in the latter two sections, compared with 133 States in a similar position at the corresponding date in 1997.

5. At 28 February, total payments and credits received against 1998 contributions thus totalled Sw.frs.96.7 million, or 28.6 per cent of assessed contributions, as against Sw.frs.84.6 million or 25.2 per cent at the corresponding date in 1997.

Arrears of contributions

6. At 31 December 1997, contributions outstanding amounted to Sw.frs.249 million. At 28 February 1998, Sw.frs.95.2 million, or 38.2 per cent, had been received against these outstanding contributions. At the corresponding date in 1997, Sw.frs.14.2 million had been received representing 8.3 per cent of the contributions outstanding at 31 December 1996 of Sw.frs.170.8 million.

Paragraph 4 of article 13 of the Constitution

7. The position of member States in relation to paragraph 4 of article 13 of the Constitution as at 31 December 1997 is given in a separate paper.(2)  A number of other member States lost the right to vote on 1 January when their arrears of contributions equalled or exceeded their contributions due for the preceding two full years. Some member States have also regained the right to vote by making payments against their arrears of contributions in January and February 1998. A table listing those member States that were two years or more in arrears on 28 February 1998 is attached as Appendix II. The total of 47 member States in this position compares with 50 at the corresponding date in 1997, 51 in 1996 and 35 in 1995.

Summary of budgetary receipts

8. The International Labour Conference at its 85th (June 1997) Session noted that, if the budget of income for 1996-97 was fully received, there would be a budgetary surplus for the 65th financial period of $21,704,950, which at the budget rate of exchange for that financial period would amount to 25,177,742 Swiss francs. The ILC decided that this amount should be treated as budgetary income for 1998 and that should this surplus not be realized in full, the shortfall should be recouped from arrears of contributions received in the current biennium.(3) 

9. At 31 December 1997, the excess of budgetary income over expenditure amounted to $20,536,919 which yielded 23,822,826 Swiss francs at the budget rate of exchange for that period. This amount was carried forward as income for 1998, leaving a shortfall of 1,354,916 Swiss francs to be recouped from current receipts of arrears of contribution.

10. Total budgetary receipts for the biennium up to 28 February 1998, including the amount carried forward, amounted to 215,778,422 Swiss francs. This is equivalent to 30.7 per cent of the gross budget. The budgetary receipts are summarized as follows:

4. Member States which, at 28 February 1998, were subject to the provisions of paragraph 4 of article 13 of the Constitution of the Organization. All these States, with the exception of Cape Verde, Djibouti, Dominican Republic, Paraguay and Poland, have lost the right to vote. These latter States are permitted to vote under financial arrangements approved by various sessions of the International Labour Conference. Similar arrangements had also been approved for Albania at the 81st Session (1994), and for Cambodia at the 82nd Session (1995) of the Conference, but these member States have again lost the right to vote because they have not respected these arrangements.

5. This refers to the former Socialist Federal Republic of Yugoslavia. In accordance with decisions taken by the Governing Body on the basis of relevant United Nations resolutions, no State has been recognized as the continuation of that Member.
