Financial arrangements for the sending of a
tripartite mission of the Governing Body to
the Republic of Korea within the framework of
the examination of a complaint pending before
the Committee on Freedom of Association

1. At its 268th Session (March 1997) the Governing Body decided, following a recommendation of the Committee on Freedom of Association to that effect, to request the Government of the Republic of Korea to examine the possibility of a high-level tripartite mission being undertaken to the country so that the Government could take the Committee's views into account with a view to fully implementing freedom of association principles.

2. In December 1997, the Government of the Republic of Korea agreed to receive such a mission.

3. The tripartite mission is composed of the following persons: Dr. L. Mishra (Government representative, India), Mr. B. Noakes (Employer representative, Australia) and Mr. U. Edström (Worker representative, Sweden). The mission plans to visit the Republic of Korea from 8 to 14 February 1998.

4. As the Programme and Budget for 1998-99 does not contain any provision for this mission, it is necessary for the Governing Body to authorize the expenditure in respect of the tripartite delegation (air fares and per diem for the three members). These costs are estimated to be US$15,000.

5. The Committee may wish to recommend to the Governing Body that the travel costs of the tripartite mission to the Republic of Korea, estimated at US$15,000, be financed in the first instance from savings in Part I of the Programme and Budget for 1998-99, on the understanding that, should this subsequently prove impossible, the Director-General would propose alternative methods of financing at a later stage in the biennium.
