UNESCO Recommendation concerning the Status of
Higher-Education Teaching Personnel, 1997: Monitoring

1. At the 271st Session (March 1998), the Governing Body taking note of the adoption of the Recommendation concerning the Status of Higher-Education Teaching Personnel invited the Director-General to continue consultations with the Director-General of UNESCO with a view to submitting a proposal on monitoring by the Joint ILO/UNESCO Committee of Experts (CEART) to a future session of the UNESCO Executive Board, and invited the Director-General to submit a report to the Governing Body at its present session on the outcome of these consultations and any action taken by the Executive Board.

2. At its 154th Session (May 1998) the Executive Board of UNESCO adopted a decision(1) which took note of the suggestion by the ILO Governing Body that the present mandate of CEART be extended to include monitoring of the Recommendation concerning the Status of Higher-Education Teaching Personnel, and authorized the Director-General of UNESCO, in consultation with the Director-General of the ILO, to examine the implications of this new function for CEART and to recommend to the Executive Board at a subsequent session how this new function might be implemented.

3. In accordance with the decisions of the Governing Body and the Executive Board, the Office has consulted the UNESCO secretariat on this matter. The UNESCO secretariat has advised that consideration of the question would be more productive after the completion of the World Conference on Higher Education, which is being organized by UNESCO in Paris from 5 to 9 October 1998.

4. The Office has concurred with this position, while insisting that the examination of the issues should follow a timetable that would permit a decision on the feasibility of CEART's assuming a monitoring role, as well as separate enabling action by the Governing Body and the Executive Board of UNESCO, in time for a first consideration of its tasks at the next scheduled session of CEART in 2000. Accordingly, it is the intention of the Office to establish a firm timetable with UNESCO during or immediately after the World Conference, for examination and necessary action which would permit a report with appropriate recommendations to be submitted to the Governing Body at one of its sessions in 1999.
