of sectoral meetings

(b) Tripartite Meeting on the Human Resources Dimension
of Structural and Regulatory Changes and Globalization
in Postal and Telecommunications Services
(Geneva, 20-24 April 1998)

1. The Tripartite Meeting on the Human Resources Dimension of Structural and Regulatory Changes and Globalization in Postal and Telecommunications Services was held in Geneva from 20 to 24 April 1998, and was chaired by Mr. Pierides (Employer member of the Governing Body).

2. The Meeting had before it a report entitled Structural and regulatory changes and globalization in postal and telecommunications services: The human resources dimension, prepared by the International Labour Office.(1)

3. The Meeting unanimously adopted conclusions on the human resources dimension of structural and regulatory changes and globalization in postal and telecommunications services in 23 points. It also adopted unanimously three resolutions concerning:

  1. multinational enterprises in the postal and telecommunications services;
  2. telework in the postal and telecommunications services;
  3. future ILO activities in the field of postal and telecommunications services.

4. These texts, together with a summary of the proceedings of the Meeting, appear in the Note on the proceedings,(2) which is appended to the present paper. Paragraphs 22 and 23 of the conclusions and operative paragraphs in each of the three resolutions call for certain action by the ILO.

5. The Committee on Sectoral and Technical Meetings and Related Issues may wish to recommend that the Governing Body authorize the Director-General to communicate the Note on the proceedings containing the texts mentioned in paragraph 3 above:

  1. to governments, requesting them to communicate these texts to the employers' and workers' organizations concerned;
  2. to the international employers' and workers' organizations concerned;
  3. to the international organizations concerned.

6. The Committee on Sectoral and Technical Meetings and Related Issues may wish to recommend that the Governing Body request the Director-General to bear in mind, when drawing up proposals for the future programme of work of the Office, the wishes expressed by the Meeting in paragraphs 22 and 23 of the conclusions and in the relevant parts of the resolutions.
